US Treasury sanctions Turkish, British-based Muslim Brotherhood, Hamas financial networks

The U.S. Treasury Department has imposed sanctions on individuals and entities based in Turkey and Britain accused of providing material support to Hamas and the Muslim Brotherhood. The Office of Foreign Assets Control (OFAC) announced Thursday that the designations target a senior UK-based Egyptian Muslim Brotherhood official and three other individuals, along with three entities involved in funneling funds to Hamas's military wing, the Izzadin al-Qassam Brigades.

OFAC stated that these designated entities operated as "sham charities tied to the Muslim Brotherhood" and utilized "multi-layered typology" involving charitable facades and underground banking networks to move funds across jurisdictions. These actions occurred "even as the terrorist organization continues to obstruct a peaceful resolution in Gaza," OFAC added. The sanctions aim to expose and disrupt these transnational fundraising channels.

The sanctioned Muslim Brotherhood official is identified as Mahmoud al-Abyari, secretary-general of the Muslim Brotherhood General Secretariat, who OFAC claims has a "long history of senior leadership roles within the Muslim Brotherhood." Abyari allegedly supported fundraising for sanctioned organizations like Filistin Vakfi and Hayat Yolu and worked with Muslim Brotherhood groups to provide financial assistance to Hamas. The Treasury also highlighted Seven Spikes Global, an alias for Indonesia-based Tujah Bulah Global, created by Hamas for fundraising, and the Gaza-based Madad Palestine Charitable Society, also a Hamas front organization.

Among the sanctioned Turkish entities is El-Kahira for General Trading, which allegedly transferred hundreds of thousands of dollars for Hamas. Khuldun Khamis Zakaria Alden, the owner of El-Kahira, along with shareholders Zaid Issam Ahmed al-Jebouri and Abdullah Issam Ahmad al-Jebouri, were also sanctioned. OFAC noted that El-Kahira provides underground banking services, including for fiat and cryptocurrencies, to organized crime groups in Sweden. Treasury Secretary Scott Bessent affirmed the administration's commitment to pursuing and sanctioning those who finance terrorists, stating, "Whether operating under the guise of charities, businesses, or underground financial networks, those who enable Hamas will be exposed, sanctioned, and held accountable."
