USCIS Forms May Go Fully Digital After 180 Days Online

The U.S. Citizenship and Immigration Services (USCIS) is advancing its modernization efforts by transitioning towards a predominantly electronic system for processing immigration benefit applications. A new regulation outlines the conditions under which the agency can phase out paper-based submissions for certain forms.

Under the new criteria, any application that has been available for electronic submission for 180 days or more could become exclusively digital. This change is slated to potentially affect 22 forms starting December 16, 2025, provided USCIS issues a prior notice on its website and allows a 60-day adaptation period for applicants.

The shift aims to streamline operations, reduce costs associated with managing physical documents and storage, and improve the overall efficiency of handling immigration information. This move is part of a broader initiative to modernize the agency's infrastructure and embrace digital formats.

Recognizing that not all applicants may have easy access to digital tools or the internet, USCIS has established an exception process. Individuals facing extreme difficulties with electronic filing can apply for an exemption using Form I-936, with a potential fee of $25. This provision ensures that the transition to digital processes does not create insurmountable barriers for vulnerable populations seeking immigration benefits.
