Valle del Cauca Governor Presents 'Letter to Santa Claus' to President for Key Regional Projects

Valle del Cauca Governor Dilian Francisca Toro is set to present a comprehensive list of strategic regional projects to President Abelardo De La Espriella, framing it as a "letter to Santa Claus" ahead of the presidential inauguration in Cali. This document aims to secure crucial technical and financial backing from the national government for initiatives that the regional administration deems vital for the department's progress.

The governor's proposals are structured around four key pillars: security, health, competitiveness, and infrastructure. Toro emphasized the need for a coordinated effort between the region and the nation, stating that many of these projects cannot be realized with regional resources alone. The goal is to unlock progress in the department by addressing critical needs and fostering regional competitiveness.

In the security domain, Toro highlighted the necessity of bolstering the operational capacity of law enforcement, strengthening intelligence gathering, and increasing air support availability in the region. A specific plan to substitute illicit crops for farmers in Jamundí and northern Cauca is also proposed, alongside an evaluation of drone-based spraying as an alternative to combat illegal economies without harming public health or legitimate agriculture. The establishment of a High Mountain Battalion in Jamundí, focused on combating drug trafficking and illegal mining, is also a priority, with land acquired and local funds ready for construction.

The infrastructure component includes a request for co-financing of the ambitious Tren de Cercanías (commuter train) project, a significant undertaking for southwestern Colombia. The governor also stressed the importance of the Buenaventura aqueduct and seeks greater dialogue with the president to advance these critical development plans for Valle del Cauca.
