Venezuela and Chile Agree to Restore Consular Services, Signaling Path to Normalized Relations

Venezuela and Chile have taken a significant step towards mending their fractured relationship by agreeing to reactivate consular services. This decision, announced after a two-year diplomatic rupture, is being presented by both governments as the initial phase in a gradual process to restore full bilateral ties. The Venezuelan government confirmed that the agreement will allow for the resumption of consular assistance for citizens of both countries as diplomatic conversations continue.

The primary objective of this renewed consular cooperation is to "ensure the protection and consular services for the benefit of their nationals residing in both brotherly countries," according to an official statement. Caracas views this understanding as the "beginning of a roadmap" agreed upon by the Venezuelan government and the administration of Chilean President José Antonio Kast. This initiative is rooted in the "historical bonds of friendship and Latin American solidarity" that have long connected Venezuela and Chile, inspiring joint efforts for the development and well-being of their peoples and the region.

This diplomatic thaw follows closely on the heels of Chile's Interior Undersecretary Máximo Pavez noting that Santiago's assistance to Venezuela after a recent earthquake had fostered "more fluid" communication between the governments. The reactivation of consular services also aligns with Venezuela's broader diplomatic strategy, which includes recent announcements of a "progressive process of comprehensive resumption of relations" with Peru. Relations between Venezuela and Chile had been suspended since July 29, 2024, following Maduro's administration's request for the withdrawal of diplomatic representatives from several Latin American nations, including Chile, in response to statements made about the preceding presidential elections.

The process for normalizing relations will be guided by "constructive dialogue, under the principles of mutual respect, reciprocity, and absolute adherence to the norms of international law." Both nations emphasize their commitment to these principles as they navigate the path toward full diplomatic normalization, building on their shared history and regional cooperation.
