Vienna Market Authority faces 'reign of terror' allegations; deputy also accused

Serious allegations of a "reign of terror" involving racism, sexism, and mobbing have emerged within Vienna's Market Authority (MA-59), targeting its head, Andreas Kutheil. Multiple employees have described a climate of fear under his leadership, with reports of persistent discriminatory behavior.

Kutheil, a senior official responsible for approximately 220 employees, is accused of making racist remarks, including the use of the derogatory term "Neger" (nigger) at a company event three years ago. According to the publication "Falter," which cited several witnesses, Kutheil allegedly complained about not being allowed to call women "baby" or use the racial slur, despite doing so himself. One employee told "Die Presse" that the use of such language was not an isolated incident and that Kutheil frequently used the word "Neger" within the department. Derogatory comments were also reportedly made against employees from Poland and other countries.

The situation has prompted an investigation by the staff representation and the Independent Employee Protection Service of the City of Vienna (UBSB). Adding to the controversy, "Die Presse" has learned that accusations are also being directed at Kutheil's deputy, Alexander Hengl. Hengl, who currently serves as the department's media spokesperson and is expected to succeed Kutheil upon his retirement, is accused of publicly humiliating and belittling employees during meetings.

According to one affected employee, Hengl withholds crucial information needed for tasks, only to later criticize the work for not meeting his expectations. The employee recounted an incident where Hengl allegedly asked, "Did someone shit in your brain?" and told the employee to "get out of the department." This alleged pattern of behavior has created a toxic work environment, with staff feeling demoralized and unsupported.
