Vietnam Calls for Objective U.S. Assessment on Intellectual Property Probe

Vietnam's Foreign Ministry has responded to the U.S. Trade Representative's (USTR) initiation of an investigation under Section 301 of the U.S. Trade Act of 1974 concerning intellectual property rights in Vietnam. Spokesperson Pham Thu Hang emphasized Vietnam's consistent efforts and achievements in protecting and enforcing intellectual property.

Hang stated that strengthening intellectual property protection is a core policy for Vietnam, aimed at fostering a transparent and healthy investment and business environment. This commitment, she noted, also promotes innovation and fulfills international obligations. She highlighted that Vietnam's stance and efforts have been previously communicated on May 1 and May 14.

While acknowledging the USTR's investigation as a procedure under U.S. law, Vietnam views the matter as an ongoing dialogue. The spokesperson mentioned that both sides have maintained close exchanges, with the U.S. side positively recognizing Vietnam's policies and measures. Vietnam is prepared to continue consultations and share information regarding its policies and regulations.

"We propose that the U.S. side conduct an objective and fair assessment, fully acknowledging Vietnam's substantive efforts and results, in a spirit of cooperation and construction, consistent with the Vietnam-U.S. comprehensive strategic partnership for the benefit of the people, businesses, and both countries," Hang said. She reiterated that protecting intellectual property is a top priority for Vietnam, essential for building a transparent environment and shifting its growth model towards science, technology, innovation, and digital transformation.

Earlier this year, the U.S. designated Vietnam as a "priority foreign country" in its annual report on intellectual property rights protection. Vietnam has affirmed its commitment to strictly handling all infringements and has seen its innovation environment recognized by the World Intellectual Property Organization (WIPO), ranking 44th out of 139 economies in the Global Innovation Index for 2025.
