Vietnam Central Committee Bolsters Party Inspection Commission's Disciplinary Powers

The Central Committee of the Communist Party of Vietnam has taken a significant step to strengthen internal party discipline and oversight with the issuance of Quy định 21. This new regulation, signed by General Secretary and President Tô Lâm, significantly bolsters the authority of the Party Inspection Commission at all levels, empowering it to more effectively monitor and enforce party rules.

Key among the enhancements is the expanded mandate for inspection committees. They are now authorized to access crucial state databases, including those related to banking, securities, property registration, land, taxation, and judicial proceedings. This access will provide inspection bodies with comprehensive data to support their oversight functions. Furthermore, the regulations permit the use of measures such as audio and video recording, sealing of documents, freezing of accounts, asset seizure, and temporary travel bans, all in accordance with state law.

The revised rules also clarify the structure and membership of inspection committees across various party echelons. For instance, the Central Inspection Commission will comprise 23-25 members, with a portion being ex-officio. The regulations also specify the composition of provincial and municipal inspection committees, as well as those within central party agencies and local party organizations. This structural reinforcement aims to ensure a robust and efficient disciplinary apparatus throughout the party.
