Vietnam Government Issues New Working Regulations

The Vietnamese government has formalized its operational framework with the issuance of Decree 191, establishing a new working regulation for the Government and its associated bodies. Prime Minister Lê Minh Hưng signed the decree, which applies to the Government, the Prime Minister, cabinet members, ministries, ministerial-level agencies, provincial People's Councils, and People's Committees, as well as other entities interacting with the central government.

The regulation underscores several core working principles. All government activities must align with the Constitution and laws, ensuring the Communist Party's leadership and upholding the principle of democratic centralism. Government decisions require a majority vote from its members, with at least half of the total members voting in favor. The decree also highlights the importance of personal responsibility and setting an example for government members and heads of agencies.

Key provisions include assigning a single agency primary responsibility for each task, with relevant agencies providing coordination. The regulation stresses adherence to proper authority, procedures, and legal processes, coupled with individualized accountability and enhanced oversight to control power. It also promotes administrative discipline and ensures subordinates comply with directives from superiors.

Furthermore, the decree emphasizes transparency, accountability, and public participation in policy-making and implementation. It encourages officials who "dare to think, dare to act, dare to advise, and dare to take responsibility" for the common good. The government aims to accelerate the application of science, technology, digital transformation, and data-driven management for a unified, efficient, and modern administration that serves the people.
