Vietnam's Communist Party focuses on enhancing leadership capabilities

General Secretary and President To Lam of Vietnam presided over a significant meeting on August 27, focusing on the Communist Party's development and governance. The gathering involved the Central Organization Department and other relevant agencies to review the mid-term implementation of Resolution 21-KL/TW, issued in October 2021 by the 13th Central Committee.

The meeting also delved into a draft proposal aimed at strengthening the Party and the political system, ensuring their robustness and effectiveness to meet the demands of the new era. The discussion underscored the importance of continuous improvement in the Party's leadership and ruling capabilities. President To Lam affirmed the crucial results and long-term significance of Party building efforts, noting the evolution of Party thinking from addressing urgent issues to systematically identifying signs of degradation and internal "self-evolution" and "self-transformation."

The purpose is to create a new level of development in the Party's leadership, ruling capacity, combat effectiveness, and its ability for self-renewal, self-correction, and self-improvement.

President To Lam emphasized that the issuance of a new resolution is not merely about adding another document but about fostering a new level of development in the Party's leadership, ruling power, combat effectiveness, and its capacity for self-renewal and self-correction. He stressed the need to shift focus from identifying new breakthroughs to establishing concrete mechanisms for implementing the breakthroughs outlined in the Party Congress resolutions.

In line with these objectives, the Politburo, with To Lam's signature, issued Resolution 24-NQ/TW on August 22. This resolution promotes the pioneering spirit, exemplary conduct, innovation, and willingness to take responsibility among Party members and officials. Significantly, it includes provisions for considering exemptions or reductions in accountability for objective risks and errors encountered during innovation and experimentation, provided such actions are undertaken with a full assessment of the practical context and prioritize national interests.
