Wanhua Liufu Building concealed 'one floor, one phoenix'; police arrest 41 foreign prostitutes

Police have busted a prostitution ring operating out of the Liufu Commercial Building in Taipei's Wanhua district, arresting 41 foreign women and nine clients. The operation targeted a building where multiple small establishments were allegedly used to facilitate sex services.

The suspect, a 39-year-old man identified by the surname Wu, is accused of renting several hotel suites on the 6th, 8th, and 9th floors of the building. He allegedly employed two other men to manage the operation, which involved women from Thailand and Vietnam. These women were reportedly hidden in hotel rooms, awaiting clients for full sexual services.

During the raid on the evening of August 18, authorities apprehended the 41 foreign women, along with the nine male clients. The alleged ringleader, Wu, and his two employees were also taken into custody. Investigations revealed that 13 of the foreign women were overstaying their visas, while the others were in Taiwan on tourist visas.

The women, aged between 21 and 39, were reportedly charged different prices for services, ranging from NT$2,500 to NT$3,000. The women allegedly received NT$1,000 as commission per service, with the remainder going to Wu. The implicated hotel has a history of similar offenses, having been raided in September 2025. Authorities plan to request the suspension of water and electricity services to the establishment.
