Yunlin County Official's Ex-Secretary Indicted for Leaking Travel Plans to China

A former secretary to Yunlin County Magistrate Chang Li-shan is at the center of a national security investigation, accused of leaking the magistrate's travel plans to Chinese officials. Shih Liang-yen, who previously served as Chang's secretary, allegedly provided details of Chang's visit to Japan to a Chinese official identified only as 'Director Mu.'

The former secretary, Shih Liang-yen, is suspected of providing the magistrate's visit itinerary to Chinese officials.

The investigation, led by the Taipei District Prosecutors Office, revealed that Shih's alleged actions were part of a larger scheme orchestrated by Huang Po-wei. Huang reportedly acquired over 40 million Taiwanese citizens' personal data from the dark web and sought Chinese funding. He allegedly used this data to gain the trust of 'Director Mu' from the Chinese Communist Party's Central Propaganda Department.

Prosecutors have indicted Huang Po-wei on charges including violations of the National Security Act, seeking a 13-year prison sentence. Shih Liang-yen faces charges for violating the National Security Act and leaking secrets. The indictment details how Shih provided Huang with Chang Li-shan's flight information, accommodation, and meeting locations for her Japan trip.

Huang Po-wei allegedly obtained over 40 million Taiwanese citizens' personal data from the dark web and sought Chinese funding.

In return for the intelligence, Huang allegedly promised Shih travel expenses to Macau. The two reportedly met in Macau in July 2023. Huang is also accused of attempting to bribe a female police officer through his cousin to obtain vehicle owner information. The case underscores concerns about data security and potential foreign interference in Taiwan's internal affairs.
