247,431 residents within the Red River Landscape Avenue Axis project's influence area: Where will resettlement be arranged?

Hanoi is embarking on an ambitious and transformative urban development project, the Red River Landscape Avenue Axis, a massive undertaking estimated to cost over 736 trillion Vietnamese dong. This project, spanning from 2026 to 2038, is designed to reshape the city's landscape along the Red River, incorporating significant infrastructure improvements, public parks, and new urban residential areas. The scale of this endeavor is immense, impacting the lives of nearly a quarter-million residents across 16 different communes and wards.

The Hanoi People's Committee has outlined a phased approach, prioritizing key infrastructure such as the riverside avenue, embankment systems, and public parks in the initial phase (2026-2030). Subsequent phases will focus on completing remaining components and developing resettlement areas. A significant portion of the land acquired will be used to compensate for the project, with additional land identified from underperforming projects and for Build-Transfer (BT) projects.

Crucially, the city government has stressed its commitment to the well-being of the affected population. Recognizing the broad impact of the project, Hanoi authorities have pledged to uphold the legal rights and interests of the 247,431 residents and 70,474 households within the project's scope. The resettlement plan aims to provide housing and livelihoods that are equal to or better than their current conditions, with planned urban areas in Long Biên, Lĩnh Nam, and Bát Tràng serving as key resettlement sites.
