269 Romanian Municipalities Miss Digital Platform Deadline; Face Funding Cuts

The mandatory deadline for all Romanian municipalities to register on the national digital platform Ghiseul.ro has passed, with 269 local administrations failing to comply. Interim Vice Prime Minister Oana Gheorghiu announced the figures, emphasizing the importance of this digital transition for public administration.

Gheorghiu reported on Facebook that out of the 3,187 municipalities in Romania, 269 have not yet completed the registration process for Ghiseul.ro. She noted that progress has been made, as 650 municipalities registered in the 20 days prior to the deadline, representing 70% of those initially non-compliant. The Vice Prime Minister indicated that the process is ongoing and an update will follow to accommodate ongoing registrations.

Today marks the legal deadline for the mandatory enrollment of all municipalities in the Ghiseul.ro platform. I drew attention to this subject exactly 20 days ago. Out of 919 non-enrolled municipalities at that time, 650 have completed this process, respectively 70%. At this moment, there are only 269 non-enrolled municipalities.

Following the finalization of this registration phase, the Romanian Digitalization Authority will formally notify the Ministry of Finance about the non-compliant municipalities. The law imposes severe penalties for local authorities that miss the deadline. Municipalities that fail to register risk having their local budgets suspended, including the cessation of funding derived from income tax and state budget allocations intended for balancing local budgets.

Gheorghiu stressed that expanding the use of Ghiseul.ro is a vital step toward modernizing public administration. She stated that a modern public administration means citizens can handle tasks online in minutes, rather than wasting time at physical counters. "Digitalization of municipalities is not a bureaucratic whim, but a basic condition for an efficient and transparent relationship between the state and the citizen," she added.
