Bus Fire in Đồng Nai: Signs of Irregular Operations Identified

Ho Chi Minh City's Department of Construction is launching an investigation into a transport company after a bus fire in Đồng Nai province claimed seven lives on July 21. The department has identified potential regulatory violations related to the operation of the bus involved in the fatal incident.

The fire occurred early on July 21 on National Highway 1 in Hưng Thịnh commune, Đồng Nai province. The bus, bearing license plate 50E - 447.02, was carrying passengers when it caught fire. Following the tragedy, the Department of Construction initiated a probe into the vehicle and the operating company, Công ty TNHH thương mại và dịch vụ vận tải N.L (N.L Company Ltd.).

Initial findings suggest the company may have operated the vehicle improperly. According to the Department of Construction's report to the Ho Chi Minh City People's Committee, N.L Company Ltd. was registered in November 2025. The company holds permits for various transport services, including fixed-route passenger transport, contract passenger transport, and freight transport. The specific bus involved was manufactured in 2026 and had a valid inspection certificate until January 2028.

However, the department noted that the bus's route, departing from a branch office in Khánh Hòa and heading to another branch office in Ho Chi Minh City, may violate regulations. Specifically, it could contravene Decree No. 158/2024/ND-CP, which prohibits drivers from picking up or dropping off passengers at company headquarters or branch offices. Consequently, the Department of Construction has issued an order for a surprise inspection of N.L Company Ltd. to ensure compliance with transport business regulations.
