Can China-US breadbasket diplomacy sidestep tension over American’s arrest?

Officials from key US farm-belt states met with their Chinese provincial counterparts on Tuesday for a cooperation dialogue, signaling a renewed effort toward closer engagement. This engagement follows President Donald Trump's visit to Beijing and precedes the crucial US midterm elections.

The major subnational dialogue, co-hosted by the Henan provincial government and the Chinese People's Association for Friendship with Foreign Countries, took place under a shadow. The US State Department had recently issued travel warnings for China after Beijing detained an American citizen.

Over 200 representatives, including those from US battleground states like Iowa, Illinois, and Minnesota, as well as delegates from universities such as Harvard and Yale, convened in Zhengzhou, the capital of Henan province. The Chinese delegation included officials from agricultural powerhouses Henan, Liaoning, Anhui, Hunan, and Shaanxi provinces.

Yang Wanming, a veteran Chinese diplomat and head of the Chinese association, emphasized agriculture's critical role as a pillar in the bilateral relationship.
