Chang San-cheng touts TSMC supply chain for Yangmei; Huang Shih-chieh accuses him of 'lying flat' and stealing credit

Taoyuan Mayor Chang San-cheng announced that the upstream and downstream supply chain for Taiwan Semiconductor Manufacturing Company (TSMC) is expected to establish operations in the expanded second phase of Yangmei's You-Shi Industrial Park. Chang stated that Yangmei and Longtan would become key manufacturing hubs for the "sacred mountain protecting the nation" and its supply chain.

However, this announcement has drawn sharp criticism from Huang Shih-chieh, the Democratic Progressive Party's candidate for Taoyuan mayor. Huang, along with financial commentator Hu Cai-ping, accused Chang of "lying flat" for four years and only now rushing to claim credit for projects initiated earlier. Huang specifically pointed out that the You-Shi Industrial Park expansion was submitted for review during his time as a legislator.

Huang detailed his criticism in a Facebook post, stating that Chang allowed TSMC to leave Taoyuan over three years ago and is now hastily proposing the You-Shi Industrial Park expansion as an election achievement. He recalled that the expansion project was actively promoted by the previous Cheng Wen-tsan administration and himself as a legislator, with the submission to the National Development Council's Urban Planning Committee completed before he left office in late 2022. In contrast, Huang claimed that Chang's administration has held only two project review meetings in over three and a half years, leading to a near four-year stagnation of the urban planning process.

Huang further highlighted persistent issues with the first phase of the You-Shi Industrial Park, including narrow roads, poor access, and a lack of an independent wastewater treatment plant, which have long constrained the surrounding environment and businesses. He challenged Chang to discuss these issues, offering to explain how the second phase should be developed, and declared that if Chang cannot deliver, he would. Hu Cai-ping echoed these sentiments, criticizing Chang's "tech mayor" image and accusing him of being unaware of the project's origins, calling him incompetent.
