Chelsea fined $12.7 million, avoids points deduction after agent rule breaches

Chelsea has avoided a points deduction after successfully appealing a sanction imposed by the English Football Association (FA) concerning breaches of agent regulations. However, the Premier League club will still pay a hefty fine of 10 million pounds (around $12.7 million) and faces a two-window ban on registering new players.

The sanctions stem from Chelsea's admission to 74 violations of FA regulations related to player agents, intermediary usage, and third-party investment in players. Initially, an independent FA commission had handed down a suspended six-point deduction, set to be enforced until June 30, 2027, in addition to the 10 million pound fine.

Chelsea lodged an appeal, and an independent Appeals Board granted their request. The board overturned the points deduction, replacing it with a consecutive two-window transfer ban. Crucially, this ban is also suspended until June 30, 2027. This means Chelsea can continue with player transfers as usual, but the ban will be activated only if the club commits similar violations before the specified deadline.

The case originated from allegations made by the FA in September regarding suspected breaches of agent rules. Notably, these violations were self-reported by Chelsea's new ownership in 2022 during the club's acquisition from Roman Abramovich. Chelsea had previously reached settlements with the Premier League and UEFA concerning similar issues. The FA stated that Chelsea admitted to all 74 violations prior to the hearing. The 10 million pound fine will be allocated to the development of grassroots football in England. Chelsea has emphasized its proactive approach, reporting historical violations to regulators since 2022 and cooperating transparently by submitting thousands of documents during the investigation.
