Chiapas approves registry for child support debtors; barred from public office

Chiapas lawmakers have approved a new registry to track individuals delinquent on child support payments. Those listed will be prohibited from aspiring to public office, registering as candidates for elected positions, and will face other legal and administrative hurdles. The state legislature passed the initiative, which amends the civil code, following a proposal from the State Judicial Branch.

The reform defines a "delinquent" as someone who has continuously or permanently failed to pay alimony for 60 days. Once a judicial resolution confirms non-compliance, the individual is entered into the State Registry of Delinquent Alimony Payers. This measure aligns with federal regulations and strengthens the protection of children's best interests.

Juan Carlos Moreno Guillén, president of the Chiapas Judicial Branch, stated that the reforms bolster the enforcement of alimony obligations and enhance protections for children and adolescents. He explained that a certificate of non-inscription in the registry will be a requirement for accessing various public and elected offices, as well as for certain administrative procedures.

"This will strengthen the principle that those who aspire to serve the citizenry must demonstrate responsibility in fulfilling their family duties," Moreno Guillén argued. The reform also introduces legal tools to locate assets of debtors and impose precautionary liens, reinforcing guarantees for alimony creditors to receive timely support.
