Child Welfare Fails: 10-Year-Old Girl Repeatedly Sought Help to Leave Abusive Mother

A 10-year-old girl in Taipei, allegedly subjected to harassment by her mother's clients, repeatedly sought assistance from social workers to be placed away from her home. City councilors revealed the child had approached social workers at least four times with her pleas, but her situation remained unaddressed.

Taipei City Councilor Hsu Shu-hua and candidate Ma Yu-wen brought the case to light, detailing that city officials had engaged in over 700 interventions related to the child. They criticized the city's child protection mechanisms as having failed the girl.

Social Affairs Commissioner Yao Shu-wen responded to the allegations, stating that the child had previously expressed an unwillingness to be placed in a new home. However, Yao also acknowledged that the child had exhibited self-harming behaviors, which she attributed to escalating conflicts between adults involved in the case.

The situation underscores deep concerns about the efficacy of child welfare services in Taipei, particularly when dealing with complex family dynamics and repeated calls for intervention from vulnerable children.
