China’s multilateral pitch is finding an audience

While the United States increasingly distances itself from the multilateral order it once championed, Beijing is emerging as a proponent of international cooperation and stability. This shift is notable because China's rise appears to align with preserving the existing world order rather than challenging it, a development that has surprised some.

Foreign Minister Wang Yi's 2017 emphasis on multilateralism during a meeting in Myanmar was seen as standard diplomatic rhetoric. However, less than a decade later, prominent Western leaders now view China as a key advocate for the international system. The intervening years have been marked by global volatility, exacerbated by the behavior of the world's strongest power.

The U.S., historically the architect and protector of the post-war order and international law, shows signs of diminishing influence. Its increasingly unpredictable international actions have unsettled even its allies. U.S. withdrawals from international organizations and trade disputes have created a vacuum in global leadership.

Instead of forming coalitions and upholding established standards, the U.S. now often acts without multilateral constraints, eroding existing norms. Europe, burdened by internal challenges and a lack of unified action, struggles to fill this void. Meanwhile, the Global South is gaining prominence. China, however, is not seeking to become a new global hegemon. Instead, it advocates for an end to an order defined by domination, promoting multilateral cooperation, respect for international law, and mutually beneficial solutions to global challenges.
