Criminal Complaint Filed Against Romanian Deputy PM Over Alleged Procurement Pressure

A significant political scandal is unfolding in Romania as Dragoș Vlad, the former chief of the Authority for Digitalization of Romania (ADR), has lodged a criminal complaint against Deputy Prime Minister Oana Gheorghiu. Vlad alleges that Gheorghiu exerted undue pressure on him, leading to the cancellation of a crucial public procurement procedure. This action, he claims, has not only harmed public interests but also put at risk substantial European Union funds, estimated at approximately 164.4 million lei (around €33 million).

The core of Vlad's complaint centers on accusations of repeated pressure to bypass public procurement regulations and to expedite collaborations with the German conglomerate Schwarz Group. Specifically, the complaint points to efforts to favor Schwarz Digits, the technology arm of the Schwarz Group, which is known in Romania for its retail chains Kaufland and Lidl. Vlad asserts that these actions were aimed at securing preferential contracts for the German company, potentially at the expense of Romania's digital infrastructure development.

Adding a layer of complexity to the situation are past connections between Deputy Prime Minister Gheorghiu and the Schwarz Group. Prior to her government role, Gheorghiu led the "Dăruiește viață" (Give Life) foundation, which reportedly received a substantial donation of 250,000 euros from Kaufland. This alleged preferential treatment and the timing of the procurement cancellation, coupled with Gheorghiu's previous interactions with the Schwarz Group, have intensified scrutiny and raised serious questions about transparency and potential conflicts of interest within the Romanian government's digitalization initiatives. The case is now with the National Anticorruption Directorate (DNA) for investigation.
