Cusco Security Agent Detained After Serious Accusation of Harassing 15-Year-Old

A municipal security agent in Cusco, Peru, has been apprehended by the National Police following accusations of sexual harassment against a 15-year-old girl. The alleged incident took place on the afternoon of Thursday, May 21, in the Independencia sector of Cusco's Cercado district while the agent was on patrol.

The situation escalated when the girl's father confronted the agent, identified as Fredy Carrasco. The father recorded the encounter, expressing his outrage and vowing to expose the agent's alleged misconduct publicly. "This man is a degenerate and I will make it public on social media," the visibly indignant father stated.

Carrasco was taken to the Cusco police station amidst onlookers and fellow security personnel. He denied the allegations, stating, "That is not true," as police escorted him. The Municipality of Cusco, through its Citizen Security manager Juvenal Zereceda, has initiated an administrative process against Carrasco and suspended him temporarily while the investigation proceeds. Zereceda indicated that permanent dismissal is a possibility depending on the investigation's findings.

According to Peru's Penal Code, sexual harassment against adolescents aged 14 to 17 can result in prison sentences ranging from four to eight years, along with potential disqualification from public office. This incident is not the first involving Cusco's municipal security force; in February, an agent was arrested in connection with a vehicle theft ring. Zereceda acknowledged these issues and stated the municipality plans to improve its personnel selection processes and launch a new recruitment drive.
