Decision denying signature collection forms to revoke Noboa's mandate challenged

An Ecuadorian initiative is challenging the electoral authority's refusal to provide forms for a presidential recall vote. 'Revoca EC,' spearheaded by indigenous leader Leonidas Iza, has filed a legal challenge with the Electoral Contentious Tribunal (TCE) against the National Electoral Council (CNE). The CNE previously denied the group's request for signature collection forms needed to initiate a recall referendum against President Daniel Noboa. The group's lawyer, Washington Andrade, stated they submitted a formal appeal, seeking a TCE order for the CNE to issue the forms. Andrade indicated a judge has been assigned to the case and has 30 days to rule. Iza, a former president of the Confederation of Indigenous Nationalities of Ecuador (Conaie), contends that President Noboa has failed to meet his obligations and government plan commitments. The Presidency had urged the CNE to reject the recall request, submitting extensive documentation to counter claims of non-compliance. However, the CNE's decision on July 16 cited a lack of demonstrated non-compliance with the president's work plan or constitutional duties. Iza expressed skepticism about the government's claimed public support, questioning why a recall process, which he believes would be overwhelmingly rejected by voters, is being obstructed. He suggested fear is paralyzing institutions meant to guarantee democratic processes. The CNE is also reviewing a separate recall petition against Noboa submitted by social organizations and unions, with a decision due by July 28.
