Driver's licenses obtained with hidden cameras; fees reached 6,000 euros

Romanian prosecutors have launched criminal proceedings against eight individuals accused of forming an organized crime group involved in bribery and document fraud to facilitate the acquisition of driver's licenses. The investigation, conducted by the Prosecutor's Office attached to the Bucharest Tribunal, targets offenses including influence peddling, intellectual forgery, falsifying private documents, and divulging secret information.

Investigators conducted eight house searches in Bucharest and Giurgiu County, seizing approximately 400,000 lei (about $85,000 USD), data storage media, and technical equipment. The group allegedly operated from December 2025 to July 2026, charging fees, reportedly up to 6,000 euros, to help individuals obtain licenses without completing mandatory legal stages. This included providing falsified medical and schooling certificates and using hidden audio-visual devices to cheat on theoretical exams.

Two defendants, aged 40 and 48, allegedly provided candidates with concealed communication devices. Exam questions were transmitted externally, answered by others, and the correct answers were relayed back to the candidates. A 57-year-old suspect reportedly coordinated the group's activities, connecting interested parties, negotiating fees, and assigning tasks to other members. Additionally, a couple aged 44 and 39, who manage and work at a driving school in Bucharest, are implicated for issuing fake documents certifying course completion.

Six of the accused face pre-trial detention, while two others, identified as candidates who allegedly cheated on the theoretical test, are under judicial control. Prosecutors stressed that these measures do not violate the presumption of innocence as the investigation continues.
