EAEU countries to adopt unified rules for marketplace returns

Consumers across the Eurasian Economic Union are set to receive the same rules for returning goods bought through online marketplaces.

The Eurasian Economic Commission said EAEU members signed an electronic-commerce agreement in Cholpon-Ata on August 7, 2026. It will enter into force 180 days after all member states complete their domestic procedures.

Under the agreement, buyers will have 14 days to return goods of acceptable quality purchased online. They may refuse an item because its color, size or style does not suit them. The document also sets out procedures for resolving disputes before court, conditions for returning goods and deadlines for refunding payments.

The rules also aim to align product-card requirements, order information and conditions for sellers. They address electronic document management, data protection, information security and advertising messages. A special register will cover goods whose online sale is prohibited or restricted under national laws.

The agreement applies only to cross-border electronic trade between EAEU countries. It does not cover orders placed from third countries.
