Ecuadorian Presidency to Operate with Five General Secretariats Under Noboa Reform

President Daniel Noboa Azin of Ecuador has enacted a significant institutional reform, signing Executive Decree No. 467 to consolidate and systematize previous changes within the public administration. The primary objective of this decree is to enhance legal certainty and prevent regulatory fragmentation across state bodies.

The restructured Presidency of the Republic will now operate under five key general secretariats. These include the General Secretariat of Public Administration, Planning, and Cabinet; the General Secretariat of Administration and Public Real Estate Management; the General Secretariat of Legal Affairs; the General Secretariat of Communication; and the General Secretariat of Public Integrity.

The General Secretariat of Public Administration, Planning, and Cabinet will be responsible for political advising, presidential spokesperson duties, cabinet follow-up, and inter-institutional coordination. It will also absorb the functions of the National Secretariat of Participatory Decentralized Planning, tasked with developing the National Development Plan and public investment strategies.

Meanwhile, the General Secretariat of Administration and Public Real Estate Management will handle the legal representation of the Presidency, judicial sponsorship, and the administration of state real estate. Its duties encompass managing the Unique Cadastre of Real Estate Assets, the disposal of seized assets, and regulating international travel for top central administration authorities.

The General Secretariat of Legal Affairs will provide legal counsel to the president, review draft laws and executive decrees, and process applications for pardons or naturalization. Concurrently, the General Secretariat of Communication will design governmental communication strategies, lead public campaigns, manage official media, and technically approve communication plans for executive entities. Finally, the General Secretariat of Public Integrity is tasked with developing the National Public Integrity Policy and Strategy, preventing corruption, serving as the central authority for the Inter-American Convention Against Corruption, and receiving early warning alerts. The decree took effect upon its signing on August 6, 2026, superseding prior regulations.
