Electric vehicles imported to Kyrgyzstan under quota are not for resale

Kyrgyzstan has received an influx of 10,000 electric vehicles through a special quota, with officials emphasizing that these vehicles are strictly for domestic use and not for resale. The initiative aims to boost the adoption of electric transport within the republic.

Sultan Akhmatov, the Deputy Minister of Economy and Commerce, clarified that the expanded quota is exclusively for Kyrgyzstan's needs. Any citizen can acquire one of these vehicles based on the order of import, with no special conditions attached beyond the standard process. The customs department is maintaining a record of these vehicles.

Akhmatov noted that approximately 500 electric vehicles are currently in storage, and he does not anticipate the additional quota to be exhausted immediately, despite significant public interest. He observed that citizens are increasingly opting for electric vehicles, partly due to current challenges with fuel supplies.

The primary objective of this quota is to saturate the domestic market, ensuring that Kyrgyz citizens can benefit from electric mobility. Reselling these vehicles outside the Eurasian Economic Union (EAEU) is prohibited without the settlement of appropriate customs payments. If an individual attempts to resell an electric vehicle outside Kyrgyzstan before these payments are made, it will remain registered in the country until the duties are fulfilled. Discussions regarding a quota for 2027 are ongoing, while the standard customs duty rate without the preferential quota stands at 15 percent.

The quota is for the Kyrgyz Republic. It is not provided for conducting business on reselling cars. If a person wants to resell an electric car outside the country, it will not be deregistered in Kyrgyzstan until the relevant payments are made.
