Elnusa Petrofin reveals strategies to reduce energy distribution risks

PT Elnusa Petrofin (EPN), a subsidiary of PT Elnusa Tbk within Pertamina's Upstream Subholding, is proactively addressing the increasing complexity of energy distribution. The company is reinforcing its operational systems and its Health, Safety, Security, and Environment (HSSE) culture through a multi-faceted approach that includes digital technology adoption, enhanced risk management, and improved reliability of its energy distribution fleet.

EPN manages a vast network, overseeing more than 98 operational sites throughout Indonesia and supporting energy distribution via 51 Fuel Terminals operated by Pertamina Patra Niaga. To ensure real-time oversight, the company employs a 24-hour Road Traffic Control (RTC) system, supported by over 2,900 GPS devices and more than 2,200 CCTV cameras, enabling constant monitoring of its fleet.

Ferdiansyah, Director of Operations and Marketing at PT Elnusa Petrofin, emphasized the symbiotic relationship between operational excellence and HSSE excellence. Further bolstering safety, EPN implements Journey Risk Management to identify potential hazards from the planning stage through to delivery. Programs like 'Fit to Work' ensure that Tank Car Drivers are in optimal condition before commencing their routes. Additionally, rest areas and checkpoints are strategically placed along key distribution routes to mitigate driver fatigue during long-distance journeys.

The company also focuses on fleet reliability through its Maintenance Management System (MMS) and MMS Lite, integrated with the digital Operational Maintenance Information (OMI) application. This is complemented by collaborations with vehicle manufacturers to uphold maintenance standards. For its energy facilities, EPN employs the Process Safety Asset Integrity Management System (PSAIMS), reinforced by risk studies such as Hazard Identification (HAZID) and Hazard and Operability Study (HAZOP) to ensure asset integrity and operational safety. These comprehensive measures are crucial for managing high-demand periods like Ramadan and Eid al-Fitr (RAFI) and Christmas and New Year (Nataru), during which EPN deploys over 7,000 drivers to ensure the smooth distribution of fuel and LPG.
