Environment Ministry Fines Company Over $1.1 Million for Polluting Panama Bay

Panama's Ministry of Environment (MiAmbiente) has imposed a significant fine of $1,115,444.09 on Industrias Panamá Boston, S.A. (PABO) for discharging untreated wastewater into the storm drain system, ultimately contaminating Panama Bay. The investigation confirmed that the company's treatment plant was releasing its waste into a system that flows directly into the bay, a location where PABO has operated for decades and where pollution complaints have been ongoing.

The case came to light in July 2025 following citizen reports on social media. Technical staff from the Directorate of Environmental Performance Verification conducted an inspection, which included field tests and sampling, scientifically confirming the connection between the company's wastewater and the storm drain system leading to the bay. This led MiAmbiente to temporarily halt the plant's operations until mitigation and adaptation plans were implemented.

Beyond the substantial fine, one of the largest for pollution in the country's history, MiAmbiente mandated a comprehensive plan for PABO. This includes cleaning and maintaining the affected storm drain, continuous water quality monitoring, regular infrastructure checks, staff training on wastewater management and emergency protocols, and regularizing the company's discharge permit according to technical standards. "The polluter pays. MiAmbiente will be inflexible in demanding that all sources of pollution be eliminated immediately and that rigorous fines be imposed, without distinction," stated Environment Minister Juan Carlos Navarro, urging compliance from citizens and businesses alike. MiAmbiente reiterated its commitment to rigorous environmental oversight nationwide.
