Envoy: Peace Plan Key to Preventing Gaza Attacks, Avoids 'Genocide' Term

A United Nations envoy has outlined a peace proposal aimed at preventing future attacks from Gaza on Israel, stating it's the sole guarantee against a repeat of the October 7th Hamas assault. Nickolay Mladenov, representing the US-backed Board of Peace (BoP), told Israel's Channel 12 that the plan's full implementation would ensure such an event never happens again.

Netanyahu had rejected the 15-point proposal shortly before the interview, insisting Israeli forces would not withdraw until Hamas was disarmed. The plan, revealed by mediators on July 30, details Hamas disarmament alongside an Israeli military withdrawal from Gaza. U.S. President Donald Trump had called it a "historic" step.

Mladenov described the October 7th attacks as the trigger for Israel's Gaza aggression. He noted that Israel would likely not withdraw without Hamas's complete disarmament, with Israeli forces only permitted to fire if facing a direct threat. Mladenov acknowledged that Israel's definition of a "real threat" has often included women and children in Gaza.

The plan stipulates that after disarmament is verified, Israeli forces must withdraw incrementally. "Once every sector is declared weapon-free and those weapons have been certified, that they have been taken over and stored by the NCAG [National Committee for Gaza Administration] and the Board of Peace, and rendered unusable, then Israel is obligated to withdraw gradually, step by step," Mladenov explained. He added that the plan does not restrict Israel's right to respond to perceived threats, and the process would halt if Hamas failed to meet its commitments.
