He communicated with high-ranking officials at the Ministry of Finance, reporting that they viewed the project favorably, either through direct grants or state guarantees for senior loans. Vapaavuori also discussed the project with Prime Minister Petteri Orpo, describing their conversations as having a "positive tone."

We understand the current state fiscal challenges, but we consider it clear that the state must, for many different reasons, also support the nationally significant Helsinki Garden project.

However, these claims contrast with information suggesting the Ministry of Finance had definitively rejected supporting the project in November 2025. Vapaavuori also approached Matias Marttinen, then a Member of Parliament and chair of the National Coalition Party's parliamentary group, and Helsinki Mayor Daniel Sazonov, urging them to secure state and city support.

The city's involvement is a key prerequisite and a generally international practice for securing the project's financing.

Despite Vapaavuori's persistent efforts, including a detailed presentation to the Prime Minister's office and the Helsinki city government, the project faced significant hurdles. The arena was conditionally granted 35 million euros in aid during a 2025 government budget session, but the process lacked official procedure. Ultimately, Prime Minister Petteri Orpo announced the cancellation of this conditional support, citing a lack of "political support."
