From Savelugu to the world: Make Northshore count

Northshore Apparel Ghana Limited has opened in Savelugu with more than 2,300 employees already on its payroll and an ambition to create up to 10,000 direct jobs. For Ghana’s Northern Region, the factory represents a test of whether large-scale manufacturing can take root beyond the country’s traditional industrial centers.

The facility is expected to produce garments for local and international markets and strengthen Ghana’s export capacity. It combines support from Ghana EXIM Bank, the KfW Development Bank’s Investing for Employment facility and equity from the project promoters.

The project’s promoters now face the harder phase after the opening ceremony. The factory will need adequate financing, reliable utilities, strong markets, effective management and consistent government support. Roads, electricity, water, digital connectivity and transport will all be necessary to sustain an industrial hub.

The planned fabric mill and cotton outgrower scheme could extend the project beyond garment assembly. Ghanaian Times argues that the country should aim to grow cotton, process it locally, manufacture clothing and export finished products, retaining more value at home instead of sending raw materials abroad and importing finished goods.

That ambition also puts the government’s 24-Hour Economy agenda under scrutiny. The policy, the commentary says, must build an ecosystem with finance, technology, skilled workers, markets and dependable infrastructure, rather than simply encourage factories to operate multiple shifts. Northshore’s performance could help show whether manufacturing can generate substantial opportunities in northern Ghana, where limited economic prospects have contributed to young people moving south.
