FWCMS can curb foreign labor cartels, bolster national security: Analyst

KUALA LUMPUR: Malaysia's Foreign Workers Centralised Management System (FWCMS) holds the potential to dismantle foreign labor cartels and bolster national security, according to security and defense analyst Zaki Salleh. However, he stressed that its success depends on thorough digital implementation and unwavering enforcement.

Salleh explained that FWCMS reduces the influence of middlemen, who have historically exploited the foreign worker recruitment process through manipulation and monopolies. By digitizing applications and approvals, the system creates an auditable trail, making data tampering and corruption more difficult. It also integrates medical and documentation information, combating the falsification of health reports and insurance documents often exploited by syndicates.

FWCMS operates as an integrated platform connecting 15 labor-source countries, 232 accredited medical centers, and Malaysian government agencies within a single digital ecosystem. Developed with over 15 years of private investment, it processes over two million foreign workers annually. The system has significantly improved operational efficiency, reducing processing times from months to as little as 48 hours for certain procedures. It has also achieved 100 percent biometric verification to prevent worker impersonation and minimize documentation errors, maintaining a 99.5 percent system availability.

Internationally recognized, FWCMS received the United Nations World Summit Award 2017 for its innovation in digital governance for foreign worker management. It has also obtained ISO 9001, ISO 27001, and CMMI Level 3 certifications, underscoring its commitment to quality management, cybersecurity, and software development standards. The integration of biometric data allows for identity verification of foreign workers from their country of origin, further enhancing national security.
