Gangwon Province, Donghae City, GS Ink Deal for Major AI Data Center

Gangwon Province has taken a significant step towards establishing a major AI data center, a key project for Governor Woo Sang-ho's administration. On July 6, the province, along with Donghae City and GS, signed a business agreement to develop the 'Donghae AI Data Center Complex.' This collaboration aims to create a robust AI infrastructure industry and stimulate the regional economy.

The agreement outlines a cooperative framework for the successful development of the data center campus in Donghae's Bukpyeong 2nd General Industrial Complex. Gangwon Province and Donghae City will provide swift administrative support, including fast-track approvals, while GS will lead the development. The project plans to construct a 1.2 GW AI data center campus by 2028, with an expansion to an additional 1.2 GW by 2029, targeting a total capacity of 2.4 GW. This would make it the largest single-scale AI data center in Asia.

The AI data center is core infrastructure for the AI industry and a growth base that leads future industrial competitiveness.

GS initially announced its plan to build the 2.4 GW facility last month, with an estimated investment of 30 trillion won, potentially rising to 120 trillion won when including costs for GPUs and memory. The project leverages GS's existing power infrastructure and the strategic location of the Bukpyeong 2nd General Industrial Complex. The initiative is anticipated to serve as a starting point for creating an industrial ecosystem where AI companies and related industries can thrive together.

Governor Woo emphasized the data center's role as a core AI infrastructure and a foundation for future industrial competitiveness. He pledged active administrative support, including fast-track permits and assistance with basic infrastructure like power and water, ensuring that businesses can focus on investment. "We will actively support at the speed the companies desire, with the attitude that the administration will take responsibility," Woo stated, aiming to position Gangwon Province as a central hub for the AI industry.
