Gaza Reconstruction to Cost RM282 Billion Over 10 Years, EU-UN Assessment Finds

The recent joint assessment by the European Union and the United Nations paints a stark picture of the devastation in Gaza, estimating a staggering $71.4 billion required for reconstruction over the next decade. This figure, detailed in the Gaza Rapid Damage and Needs Assessment (RDNA), underscores the catastrophic impact of the prolonged conflict. The report highlights over two years of war have resulted in unprecedented loss of life and a severe humanitarian crisis, with physical damage alone estimated at $35.2 billion and economic and social losses reaching $22.7 billion.

Infrastructure in Gaza has been decimated, with approximately 371,888 homes destroyed or damaged, over half of hospitals non-functional, and nearly all schools suffering damage. The report grimly notes that the scale of deterioration has set human development in the Gaza Strip back by 77 years. The displacement of nearly the entire population of 1.9 million residents, many repeatedly, and the 84 percent contraction of Gaza's economy paint a grim reality.

Physical damage to infrastructure is estimated at AS$35.2 billion (RM139.27 billion), while economic and social losses amount to AS$22.7 billion (RM89.81 billion).

Crucially, the UN and EU stress that recovery must be integrated with humanitarian aid, ensuring a transition from emergency relief to large-scale reconstruction. They advocate for Palestinian leadership in this process, aligning with UN Security Council Resolution 2803, which supports Gaza's reconstruction and the transition of administration to the Palestinian Authority. This approach, while necessary, faces significant hurdles, including the need for a sustained ceasefire, adequate security, unimpeded humanitarian access, and the restoration of basic services. The path forward is complex, requiring international cooperation and a commitment to empowering Palestinian governance.
