The theory Restle amplified originates from a text published by the left-liberal U.S. weekly magazine The Nation. This text posits that the Ceuta crisis is not a genuine humanitarian issue or an anti-colonial struggle. Instead, it is presented as a strategic move by a burgeoning alliance between the United States, Israel, and Morocco.

According to this theory, the alliance's alleged goal is to weaken progressive European governments, sow division within Europe, and undermine international law. Restle's decision to share this specific excerpt, without presenting it as his own verified claim but rather as a point for discussion, has led to the current controversy.
