German Chancellor Reshuffles Transport Ministry Amidst Party Strife

German Chancellor Friedrich Merz has appointed Steffen Bilger as the new minister of transport, ending days of uncertainty within the conservative CDU party. Bilger, 47, previously served as a state secretary in the transport ministry from 2018 to 2021. Merz praised Bilger as an experienced and well-connected colleague with whom he has worked closely for many years.

This appointment is part of a broader reshuffling of positions within the conservative CDU and CSU parties, which form a coalition with the Social Democratic Party (SPD). The changes were triggered by the resignation of Jens Spahn, the powerful head of the CDU/CSU parliamentary group. Spahn stepped down after announcing that he and his husband had become parents to a child born via surrogacy in the United States, a practice forbidden in Germany, particularly due to conservative objections.

Torsten Frei will succeed Spahn as the new head of the CDU parliamentary group, and Nina Warken, the current health minister, will take over Frei's role as head of the Chancellery. Merz also replaced the outgoing transport minister, Patrick Schnieder, who reportedly learned of his dismissal while on vacation in Iceland. Schnieder had faced criticism for perceived chaos on the railways and insufficient investment.

Schnieder himself announced his withdrawal from the ministry, citing the need to end an "undignified situation" that hindered professional work. Despite the internal turmoil, some conservative politicians, like former Economy Minister Peter Altmaier, defended Schnieder, describing him as an experienced expert and a valuable colleague. The conservative CDU fears these internal shifts and the controversy surrounding surrogacy could harm their prospects in upcoming regional elections.
