German districts association opposes climate adaptation in Basic Law

Germany's Association of Districts (Landkreistag) has voiced strong opposition to the Social Democratic Party's (SPD) push to embed climate adaptation into the Basic Law as a "community task." Ahead of a crucial government retreat, the association argues that amending the constitution is the wrong path forward.

Discussions about including climate adaptation as a community task in the Basic Law are certainly not leading anywhere.

Achim Brötel, president of the Landkreistag, stated that while addressing climate change consequences requires "consequence and urgency," discussions about constitutional amendments are unproductive. He emphasized the need for "clear regulations and not more organized irresponsibility," warning that mixed financing models could obscure responsibilities and fail to guarantee adequate funding for districts and municipalities.

The SPD, spurred by this summer's severe heatwaves, has proposed creating a "community task for climate adaptation and nature conservation" within the Basic Law. This initiative, supported by social democratic-led ministries, seeks to establish a framework for joint federal, state, and local government action. However, the proposal has reportedly caused friction with coalition partners, the CDU and CSU.

The government's cabinet retreat is set to address the contentious issue of heat protection measures. It remains uncertain whether any concrete decisions will emerge from these discussions regarding the SPD's proposal or the broader strategy for climate adaptation funding and implementation.

Federal and state governments must therefore strengthen the municipal level quickly, sustainably and in line with their responsibility.
