Greece introduces new operational rules for exhibition spaces, with fines up to €20,000

Greece is introducing a new regulatory framework for the operation of exhibition spaces and centers, establishing clear procedures for notification, documentation, and compliance. The joint ministerial decision, published in the government gazette, aims to streamline operations while ensuring public safety and proper standards. A key aspect of the new framework is the requirement for operators to submit a notification of operation through the integrated information system for activities and controls (OPSADE) via gov.gr and EUGO. Until the digital application is fully active, notifications can be submitted in print or electronically to the relevant authorities or Citizen Service Centers (KEP). Once the notification is submitted and provided that all conditions and specifications are met, operations can commence immediately. Operators must provide essential documents, including a legal use certificate from an engineer, fire safety certificates where applicable, environmental approvals, and civil liability insurance. They must also maintain a file of these documents for inspection. The new regulations also specify safety requirements for exhibition facilities, covering accessibility for people with disabilities, emergency exits, sanitation facilities, fire safety, insurance coverage, and minimum parking requirements. Municipalities and relevant authorities will conduct inspections to ensure compliance. For violations of the notification procedure or operational terms, administrative fines can be imposed, reaching up to 20,000 euros. In severe cases that endanger public safety, temporary or permanent suspension of operations may be ordered. The framework also sets fees for notification, with 100 euros for exhibition spaces, 150 euros for exhibition centers, and 50 euros for a change of operator.
