Hanoi Seeks Public Input on Comprehensive Redesign of Red River Urban Zoning Plan

Hanoi is preparing a broad public consultation on adjustments to the 1:5,000-scale urban zoning plan for the Red River, covering the section between Hong Ha Bridge and Me So Bridge.

The consultation will involve 16 wards and communes inside the planning boundary, including Thuong Cat, Dong Ngac, Phu Thuong, Hong Ha, Bo De, Long Bien, Linh Nam, O Dien, Me Linh, Thien Loc, Vinh Thanh, Dong Anh, Bat Trang, Thanh Tri, Nam Phu and Hong Van. Eight other wards and communes in the affected area will also be consulted, including Tay Ho, Hoan Kiem, Cua Nam, Hai Ba Trung, Vinh Tuy, Vinh Hung, Yen So and Yen Lang.

Hanoi will seek written comments from agencies, organizations and experts in all 24 localities. Local authorities must send the planning documents to relevant organizations, which will have 15 days to respond after receiving the files. Residents inside the planning boundary and affected areas will be able to review the documents and submit opinions at ward and commune offices or public community locations. The planning files and electronic comment forms will also be posted on the websites of the Hanoi Department of Construction, the Hanoi Institute of Construction Planning and local information systems.

The city also plans to collect views from residents across Hanoi. The consultation is expected to begin on September 7 and continue for 20 days after the materials are made public. The Department of Construction plans online conferences on September 11, 17 and 25, with an in-person venue at the city administration and online participation from 126 wards and communes.

The zoning plan was approved in March 2022. In May, Hanoi’s People’s Council approved in principle a Red River landscape boulevard project covering more than 11,400 hectares, including about 7,800 hectares within the zoning plan. The project has a preliminary estimated cost of more than 737 trillion dong and is divided into five project groups and 18 component projects, with implementation expected from 2026 to 2038.
