Ho Chi Minh City Council Urges Swift Action on Urban Development Law

Ho Chi Minh City's People's Council has called for immediate action to implement the recently passed Urban Development Law. The council stressed the importance of avoiding legal vacuums or delays that could impede the city's growth prospects. The resolution, passed during a special session, aims to provide a foundational legal basis for the city to develop its own institutional frameworks and policies.

Vo Van Minh, Chairman of the Ho Chi Minh City People's Council, highlighted the significance of the Urban Development Law, stating it not only strengthens the legal framework for urban management and development but also provides strategic, long-term institutional leverage. This, he explained, will help address bottlenecks, more effectively mobilize land, financial, investment, and technological resources, and open new avenues for development.

Minh noted that while the law's passage is a milestone, its true value lies in its timely, synchronized, and lawful implementation that aligns with practical realities. He urged the People's Council and the City People's Committee to prioritize integrating the law's special and superior mechanisms into daily operations. The committee is tasked with a comprehensive review of the law's provisions requiring local specification, identifying lead agencies, setting timelines for policy development, and submitting them for the council's review.

He also cautioned against prioritizing speed over the quality, coherence, and feasibility of policies. The council will continue to review and pass resolutions to fully translate the Urban Development Law into practice.
