Ho Chi Minh City cuts paper records, embraces digital data for services

Ho Chi Minh City is streamlining administrative procedures by eliminating the need for paper documents, replacing them with digital data and verification. Citizens can now use their digital identification, such as the VNeID app or their national ID number, to have their identities verified against the national population database. This eliminates the need for physical copies of documents like ID cards and household registrations.

This digital transformation is expected to significantly cut down on administrative costs and processing times. By enabling "digital identity verification" and allowing citizens to reuse previously submitted administrative results through the National Public Service Portal, the city aims to make interactions with government agencies faster and more accurate. The principle is to ensure data is "correct, sufficient, clean, and alive" for maximum utility.

To support this transition, the city is investing in IT infrastructure for its public service centers and providing digital skills training to its officials. A plan called "Digital Popular Education" is underway to equip civil servants with the knowledge to use national and city-level digital platforms. This includes training on artificial intelligence in public administration, public service operations, network security, and digital skills.
