Ho Chi Minh City orders recall and destruction of all Thai Duong cajeput oil products

Ho Chi Minh City health authorities have ordered the recall and destruction of all Thai Duong cajeput oil products after finding that the manufacturer operated without the required cosmetics production certificate and failed to meet quality standards.

The city’s Department of Health announced administrative penalties on Sept. 3 for a range of pharmaceutical and cosmetics violations. Dai Hung Pharmaceutical, based on Luy Ban Bich Street, received the largest fine, 160 million dong. Its cosmetics production operation was suspended until it obtains the required eligibility certificate.

Nhan Hung Pharmaceutical was fined 50 million dong over a 150-milliliter tube of Oatrum body wash and shampoo gel. The batch, numbered 10122025, was made on Dec. 10, 2025, and expires on Dec. 9, 2028. It failed the required microbial-limit test, and authorities ordered the company to recall and destroy the entire batch.

Nam Sai Gon Pharmaceutical received a 37 million dong fine for improper drug-price declarations and for wholesaling prescription medicines without a published expected wholesale price, or at prices above those declared. The company must refund all price differences to customers, or pay the money into the state budget if refunds cannot be made.

Other penalties included an 8 million dong fine for Tan Huynh Phat Pharmaceutical after a branch allegedly removed or broke seals on held evidence and altered the violation scene. Sai Gon Young Hospital was fined 15 million dong for failing to notify authorities that it met good storage practice requirements and for incomplete compliance. Central Pharmaceutical 25 received a 25 million dong fine for incorrect or missing price declarations.
