Ho Chi Minh City seeks views on new formula for additional public-sector pay

Ho Chi Minh City officials and public-sector workers could soon receive additional income at three rates, 80%, 90% or 100% of salary, instead of the two current rates of 80% and 100%.

The city’s People’s Committee is seeking comments on a draft decision covering the classification and payment of additional income for officials, civil servants, public employees and workers. The proposal would replace a separate evaluation system used only to determine the additional payment. Agencies would instead convert their existing quarterly quality ratings into payment levels.

The drafting body says this would remove overlap between the city’s evaluation rules and central regulations, reduce paperwork and prevent one person from receiving two different ratings for the same period.

The proposal would also lower the eligibility threshold. Under Decision 19/2025, people scoring at least 90 points receive 100% of the maximum payment, those scoring from 75 to below 90 receive 80%, and those below 75 receive nothing. The current rating framework defines “completion of duties well” as a score from 70 to below 90. The Department of Home Affairs said retaining a 75-point threshold would leave people scoring 70 to 74 without additional income despite that rating.

Under the draft, scores of 90 or higher would be level one and receive 100%; scores from 85 to below 90 would be level two and receive 90%; scores from 70 to below 85 would be level three and receive 80%; and scores below 70 would receive nothing. The department said the 90% tier would distinguish stronger performers who approach the highest rating.
