Lieutenant Colonel Nguyễn Xuân Hải, originally from Diên Khánh commune, was born on March 1, 1993, and tragically died on March 21, 2026. His death occurred during a mission to investigate and prevent illegal sand mining activities along the Cái River in Diên Lâm commune. According to reports from the Khánh Hòa Provincial Police, individuals involved in the illegal mining resisted authorities and attempted to flee when law enforcement approached the scene.

During the pursuit of the perpetrators in the challenging riverside terrain, Lieutenant Colonel Nguyễn Xuân Hải tragically lost his life. The ceremony followed regulations for awarding state honors to those who have served the nation. The "Homeland Gratitude" medal signifies the state's recognition of Hải's courageous sacrifice in upholding the law and combating criminal activities, particularly those related to resource exploitation.

Following the incident, the Investigation Police Agency of Khánh Hòa Province initiated a criminal case. They arrested and detained Nguyễn Ngọc Thắng, 46, and Trần Anh Tuấn, 45, both residents of Diên Lâm, on charges of resisting public officials. In a related move, the Director of the Khánh Hòa Provincial Police temporarily hired Lê Thị Thùy Hân, Lieutenant Colonel Nguyễn Xuân Hải's widow, into the People's Police force. Local officials expressed deep sorrow over Hải's death, highlighting his bravery and dedication to maintaining order and protecting resources in the province.
