Da Lat Clinic Fined Heavily for Repeated Violations, Allegations of 'Inflating Bills'

The Da Lat General Clinic, operated by Hai Thang Thu Cuc Co., Ltd., has been repeatedly penalized by authorities for a range of violations concerning medical examinations, tax, and invoicing. The clinic faces a total fine of 310 million Vietnamese dong for nine administrative infractions, including failing to maintain safety standards for its biosafety level II laboratory, operating beyond its licensed scope, and providing medical services while suspended.

Further sanctions include a two-month suspension of its laboratory operations, a three-month suspension of its medical practice license, and an 18-month suspension of the clinic's overall operations. The professional practice certificate of the responsible person for medical examination and treatment was also suspended for two months, and another for 4.5 months for failing to ensure essential emergency medications.

Records indicate the clinic continued to admit and treat patients between late September and early October 2025, even after the Lam Dong Department of Health suspended its operations from September 15 to December 15, 2025. The clinic also allegedly performed procedures not approved by the Department of Health, such as anal skin tag removal and testosterone injections. Inadequate patient record-keeping, a lack of essential emergency drugs, and the use of unverified or expired medical equipment were also noted.

Adding to its troubles, the Lam Dong Department of Health and provincial police have received complaints and accusations from patients. These reports suggest that patients who initially sought consultations for minor issues, costing a few hundred thousand dong, were allegedly subjected to unnecessary treatments and inflated charges.
