Honduran congresswoman proposes regulating presidential re-election after 2017 political crisis

Honduran congresswoman Alia Kafati has introduced a legislative initiative to regulate presidential re-election, a contentious issue that triggered a deep political crisis in 2017. The proposal aims to establish clear limits on presidential terms, preventing the prolonged concentration of power that has destabilized the nation.

The bill, presented to Congress by the opposition Liberal Party lawmaker, stipulates that presidential re-election should be permitted only once. Furthermore, it seeks to permanently disqualify individuals who have already served two constitutional presidential terms from running for president, vice president, or congressional representative. This measure directly confronts the legal ambiguity created by a 2015 Supreme Court ruling that paved the way for former President Juan Orlando Hernández's controversial re-election.

Kafati acknowledged that the topic is politically sensitive but stressed its necessity for Honduras's democratic health. She pointed to two major constitutional crises in recent decades: one involving former President Manuel Zelaya in 2009 over his push for a "Fourth Ballot Box" referendum on re-election, and the other surrounding Hernández's open-ended re-election bid. The congresswoman emphasized that Congress must define "clear rules that guarantee democratic alternation, legal certainty, equal opportunities among citizens, and institutional stability."
