Indonesia brings imported halal products under new rules as BPJPH seeks to strengthen the halal industry

Indonesia has introduced new rules requiring imported products to undergo halal conformity checks before entering, circulating and being sold in the country, even when they already carry halal certification from abroad.

The Halal Product Assurance Agency, known as BPJPH, issued Regulation No. 4 of 2026 on the assurance of conformity for foreign halal products entering Indonesia. The regulation provides guidance for verifying imported products and sets out the requirements businesses must meet under Indonesia’s halal product assurance system.

BPJPH chief Ahmad Haikal Hasan, widely known as Babe Haikal, said the rules were needed to provide certainty over halal status and business operations. He said the regulation sought to balance consumer protection with clear requirements for companies importing products.

“For the public, this regulation is part of the state’s effort to provide certainty about the halal products in circulation,” Hasan said in Jakarta. “For businesses, it provides clarity on meeting the halal product assurance requirements for products originating abroad.”

He said the system rests on protection, legal certainty, accountability, transparency, effectiveness, efficiency and professionalism, as set out in Law No. 33 of 2014. The policy also aims to provide consumers with comfort, safety and certainty that halal products are available, while increasing the added value available to businesses.
