Indonesia Targets 2028 Completion for Sumatera Disaster Recovery

Indonesia aims to complete the permanent recovery from the devastating floods and landslides that struck Sumatera in November 2025 within three years, by 2028. The government has established a task force to oversee the rehabilitation and reconstruction efforts.

Now we will carry out the process towards permanent recovery.

Minister of Home Affairs Muhammad Tito Karnavian announced that the process is moving towards permanent recovery, following the initial emergency response and transition phases. A master blueprint, developed through data consolidation from local governments and ministries and refined by the National Development Planning Agency (Bappenas), guides the extensive recovery work.

So from these three stages, emergency response, transition, then we enter the period to move towards permanent. We call it rehab-rekon (rehabilitation and reconstruction), and the key is renduk (master blueprint).

This comprehensive plan includes 11,512 activities, focusing on rebuilding essential infrastructure such as roads, bridges, schools, and permanent housing for affected communities. Priority will be given to infrastructure, river management, roads, and schools in 2026. The ecological disaster impacted 52 districts and cities across North Sumatra, West Sumatra, and Aceh.

This master blueprint is a recap of data from regencies/cities, provinces, and ministries/agencies, which is then harmonized. From this harmonization, by Bappenas, and we the Task Force also adjust, it will be completed within three years, 2026, 2027, 2028.

The disaster resulted in 1,207 fatalities, with 137 people still missing six months later. Extensive damage occurred to homes, health and educational facilities, places of worship, bridges, and roads, highlighting the scale of the challenge ahead.
