Indonesian parliament makes agrarian reform bill a legislative initiative

Indonesia’s House of Representatives has designated the Agrarian Reform Regulation Bill as a parliamentary initiative, moving it toward the next stage of legislative discussion.

The decision came during the fifth plenary meeting of the first session of the 2026-27 term on Tuesday, after parliamentary factions submitted their positions in writing to the session’s leadership. Deputy House Speaker Sufmi Dasco Ahmad asked members to approve the bill, and they answered collectively, “Agreed!”

The House had held marathon talks with the government the previous day to discuss drafting the bill. Several ministries and the police attended the meeting.

Among its provisions, the bill would create a National Agrarian Reform Agency, known as BRAN, reporting directly to the president. The agency would manage agrarian reform from planning through evaluation, under the supervision of a BRAN oversight council. The bill would also organize, control and restrict land ownership and possession by establishing minimum and maximum limits.

Ahmad Iman Sukri, who chairs the bill’s working committee, said the draft contains 16 chapters and 70 articles. Its proposed reform process includes identifying and designating priority locations, as well as accepting or registering land reform objects submitted by the public. The committee said the bill could proceed as a House initiative in accordance with Indonesian law.

The working committee believes that the bill on Agrarian Reform Regulation can be submitted as an initiative bill of the House of Representatives and proceed to the next stage of discussion in accordance with the laws and regulations.
